National's Trade spokesperson Todd McClay has welcomed confirmation that the significant gains won for New Zealand during the past decade of TPP negotiations have been protected, with the release of the finalised agreement today.

"Under the CPTPP, Canadian exports to the United States are not expected to change significantly as the United States is not party to the CPTPP".

Eleven states including Chile, Peru, Mexico, Australia, Brunei, Canada, Japan, Malaysia, New Zealand, Singapore, and Vietnam are getting closer to signing a deal even after the United States withdrew from the agreement.

Many of these changes had been inserted into the original TPP 12 at the demand of US negotiators, such as rules ramping up intellectual property protection of pharmaceuticals, which some governments and activists anxious would raise the costs of medicine. The increase is due to improved access to member nations in the absence of USA competition.

Despite Trump's fierce opposition to TPP, Republican senators saw an opening after the president's comments at the World Economic Forum in Davos, Switzerland, in late January when Trump surprised many by saying he would be open to trade deals with multiple countries.

"Still, it took us half a year to reach the agreement (for the TPP 11) with intensive talks", he said, when asked whether there was room to reopen talks to lure Washington back.

Ripping up TPP was a key talking point of Trump's campaign.

It says the 10 other countries included in the CPTPP account for 13.5 percent of world GDP, 30 percent of New Zealand's goods exports, and 64 percent of foreign direct investment into the country.

Supporters of free trade, including many Republicans, anxious that Trump had made a mistake. Trump has stated he is against the agreement unless the US were to "receive a better deal" and even signed an executive order to begin the process of removing the USA from TPP negotiations in January 2017. They feared the US was giving up its leadership role and ceding even more power to China.

Parker said people's broader economic concerns like the concentration of wealth, multinational tax avoidance and disruptive technology often got unfairly wrapped into the free-trade debate.

Many of the GOP senators who signed the letter are from states with a lot of agriculture, including Joni Ernst of Iowa, John Barrasso of Wyoming and Ben Sasse of Nebraska. "TPP would have lowered agriculture tariffs in a couple of countries where they had been high".

In the letter, first reported Tuesday, the 25 Republicans said they believe the TPP could help the economy and create more jobs in the U.S.

Republicans had a chance to pass TPP at the end of Obama's term, but Senate GOP leader Mitch McConnell (R-Ky.) said he wanted to wait until after the election.
