Mokonyane said urgency was required in assisting the City of Cape Town to avoid Day Zero through increased public awareness and enforcement of compliance with water use restrictions.

Dam levels in South Africa's Western Cape province fell to 25.3 percent on Monday from 26.6 percent the previous week, and from almost 40 percent a year ago, according to data from the department of water affairs.

As the dam levels continue to drop drastically, officials were forced to set the "day zero" as April 12, forcing locals to scramble for makeshift solutions.

Within months, South Africa's oldest city, nicknamed the "Mother City", is at risk of becoming the world's largest metropolis to run out of water.

Like most residents of Cape Town, my household of four has had to change our habits to conserve water.

Even with the predicament they find themselves in, residents have not cut their water use significantly, said Patricia De Lille, Cape Town's mayor.

California public health officials estimate that regardless of years of trying to reduce water use, state residents still consume an average of 88 gallons a day. But she warned on January 18: "Despite our urging for months‚ 60% of residents are callously using more than the 23 gallons per day".

The company says it will also keep its Springs Way water-collection point in Newlands open 24/7.

Visitors have been instructed to take short, two-minute showers, flush toilets as rarely as possible and stay in accommodation that has water-saving procedures in place.

"It is quite unbelievable that a majority of people do not seem to care and are sending all of us headlong towards Day Zero".

Farrel Cohen, manager of the Metropolitan Golf Club in Mouille, said he was "too afraid to even think about" what Day Zero would mean for Cape Town.

"They will, however, help us to become more resilient in weathering our next dry season", Nielson said.

"We can no longer ask people to stop wasting water".

It was under Mokonyane's watch that the Department of Water and Sanitation failed to maintain and upgrade aging water infrastructure, resulting in the inability of national government to supply municipalities with bulk water supply, as is their exclusive mandate.
