17 bodies have been recovered and that more people are suspected to be trapped inside the factory in Bawana industrial area, our correspondent from New Delhi reports quoting fire services officials.

Rohini Deputy Commissioner of Police Rajneesh Gupta on Sunday said that the factory owner Manoj Jain was arrested late on Saturday.

Those deceased were identified as Baby Devi, 40, Afshana, 35, Sonam, 23, Reeta, 18, Madeena, 55, Rajjo, 65, Sukhda, 42, Khusna, 47, Soni, 21, Suraj, 20 and Ravi Kant, 18.

Sources said that over 50 people were working in the factory at the time of the incident.

The police are probing whether the factory was running legally, if it had fire clearance and other documents.

In December a fire swept through a rooftop restaurant in the Indian financial hub of Mumbai, killing at least 14 people, majority women attending a birthday party.

The report, submitted to Delhi Industries Minister Satyendar Jain, stated that DSIIDC is primarily involved in organised and orderly development of industrial estates including the common facilities for promotion of industries in Delhi.

"Though the final reason (for the fire) will be ascertained following a complete inquiry, it has been informed that the fire was reported due to explosion of certain types of explosives/fire crackers being packed at the site", it said. The blaze was doused after three hours. "Some of the workers were evacuated by the fire officers".
