According to the agreement, Myanmar has agreed to accept 1,500 Rohingya each week and return all of them to Myanmar within two years. The Rohingya, described by the United Nations as the world's most persecuted people, have faced heightened fears of attack since dozens were killed in communal violence in 2012.

Myanmar officials said the length of the repatriation will depend on how quickly Bangladesh can provide documentation of refugees' previous residency and how fast applications are submitted.

The Myanmar government has not issued its own statement after the meeting and government spokesman Zaw Htay was not immediately available for comment.

Speaking to SkyNews, Twigg said: "We need massive reassurances before there can be any suggestion of refugees returning and any return must be genuinely voluntary".

"This leaves the government in a hard situation politically, particularly at a time when the [ruling] NLD (National League for Democracy) has been governing with gunshots", he added, referring to a brutal military crackdown in Rakhine state that followed attacks on government security posts by Arakan Rohingya Salvation Army (ARSA) insurgents in late August 2017.

Myint Kyaing, permanent secretary at Myanmar's Ministry of Labour, Immigration and Population, told Reuters earlier this month Myanmar would be ready to begin processing least 150 people a day through each of the two camps by January 23.

"Without investigation, transparency, and accountability for crimes against the Rohingya, any discussion of repatriation is a nonstarter".

US-based Human Rights Watch said the discussions between Myanmar and Bangladesh failed to include any understanding of what the Rohingya want.
