South Korea offers talks with defiant North ahead of Olympics”

Two North Korean athletes - pairs figures skaters - have qualified for the Games but missed the October 30 deadline to confirm to the International Skating Union that they would participate.

The light-grey suit and matching tie North Korea's Kim Jong Un donned for his New Year's address was likely carefully calculated to project a softer, more relaxed image to go with his surprise offer for talks with Seoul, analysts said on Tuesday.

"It's about time that the North and the South sit down and seriously discuss how to improve inter-Korean relations by ourselves and dramatically open up", Kim said on Monday.

All of inter-Korean communication channels have been severed since the previous South Korean government under impeached President Park Geun-hye decided unilaterally to close down the Kaesong Industrial Complex in response to the DPRK's fourth nuclear test in January 2016.

South Korea has seized and inspected a Panama-flagged ship suspected of selling oil to North Korea at sea in violation of United Nations sanctions, maritime authorities said, according to Yonhap News Agency reported.

The governor did not immediately respond to a request by Reuters for comment.

But he also hinted at diplomatic overtures to South Korea amid increasingly crippling sanctions.

An official from South Korea's Foreign Ministry said Sunday that the 5,100-ton KOTI was being held at Pyeongtaek-Dangjin port on the country's west coast.

Besides those tests, North Korea also detonated its sixth and most powerful nuclear device and fired more than a dozen rockets.

Kim said: "The Winter Olympic games that will be held soon in the South will be a good opportunity to display the status of the Korean nation, and we sincerely wish that the event will be held with good results".

South Korean Unification Minster Cho Myoung-gyon says the South proposes the two Koreas meet January 9 at the border village of Panmunjom to discuss Olympic cooperation and how to improve overall ties.

Despite those declarations, Kim then called for accelerated production of nuclear warheads and ballistic missiles.

Kim also emphasized that "the nuclear button is always on my desk", which he said is "not blackmail but reality".

But Mullen also said that Trump has disrupted long-held views of the USA role in the world, and that America's enemies benefit from that uncertainty.
