Lavrov disagreed with USA threats of military intervention and further sanctions against North Korea, instead pushing for US diplomacy to seek a more peaceful approach to negotiations, the statement said.

North Korea's foreign ministry on Sunday slammed the latest round of measures as "an act of war".

"Russia is ready if both sides need it and want it", Peskov said.

Moscow has long called for the two sides to hold negotiations aimed at reducing tensions over the nuclear and missile program North Korea is pursuing in defiance of years of UN Security Council resolutions.

Russian Foreign Minister Sergey Lavrov told U.S. Secretary of State Rex Tillerson on Tuesday that "Washington's aggressive rhetoric" had heightened tension on the Korean peninsula and was unacceptable, the Russian foreign ministry said.

South Korean daily newspaper Joongang Ilbo reported: 'Through various channels, we've recently learned that the North has completed a new satellite and named it Kwangmyongsong-5.

South Korea predicted today that their hostile neighbours would look to open negotiations with the United States next year in an optimistic outlook for 2018.

So far, Trump has said he is not willing to negotiate with North Korea until its leaders abandon their nuclear weapons program. Those sanctions sought to further limit North Korea's access to refined petroleum products and crude oil and its earnings from workers overseas. Pyongyang claimed that this missile was capable of carrying a nuclear warhead and the entire territory of the United States was within its range. Lavrov and Tillerson also discussed bilateral issues, in which tensions increased, particularly after the implementation of various packages of US sanctions against Russian Federation in the recent months.

"The importance of an early transition from the language of sanctions to negotiations was emphasized", the statement outlining the conversation said.

Kim Jong-un interprets this as preparations for invasion.
