The report found that of 42 allegations of abuse made against Sir Edward, seven would have warranted officers to interview him under caution had he been alive today.

Dissatisfaction with the report has been expressed by Lord Hunt of Wirral, chair of the Sir Edward Heath Charitable Foundation, and Lord Armstrong of Ilminster, former cabinet secretary and PPS to Heath while he was prime minister.

Since August 2015 Heath has been investigated for allegations of child sexual abuse in Hampshire, Jersey, Kent, Wiltshire, Gloucestershire and London.

The first two assaults allegedly took place in 1961 and 1962 while Heath served as MP (Member of Parliament) for Bexley and Lord Privy Seal.

Sir Edward Heath's supporters said they were convinced all the allegations would be found to be groundless.

Police stressed that they could not pass judgment on whether Heath, who died in 2005, was guilty or not, nor whether there would have been a likely prospect of successfully prosecuting him.

Operation Conifer was launched after the Independent Police Complaints Commission (IPCC) investigated claims that Wiltshire police had deliberately caused a criminal prosecution against a suspected brothel keeper to collapse in 1994.

Some have criticised the inquiry, with The Telegraph claiming that at least one of those who made the allegations against Heath is also dead, and so their claim was "effectively made from beyond the grave".

A criminal investigation is still underway regarding one of those two people, it states.

He added: "I hope people will understand that it would be an indefensible dereliction of my public duty as a chief constable not to have investigated such serious allegations against a former prime minister, even though he is deceased".

Much later, between 1990 and 1992 it is alleged that Heath indecently assaulted a boy of 12-14.

In 1967, indecently assaulting a 15-year-old male in private "during a chance encounter in a public building". The alleged incident was "over clothing", according to the police.

The allegations included child sexual abuse and rape and indecent assault, physical abuse and sexual abuse against an adult.

"If you make a mass appeal for victims you are sure to get them, whether they are legitimate or not", he told Radio 4's Today program. Further evidence is said to exist in the fuller 350-page report that has been sent in confidence to the Home Office and the Independent Inquiry into Child Sexual Abuse. "It will now be a matter for others to evaluate and decide what steps should be taken in relation to the Operation Conifer findings...but I believe this represents a watershed moment for people and victims who have suggested or implied there has been a state cover-up of senior figures who may have been involved in child abuse", said the Chief Constable of Wiltshire, Mike Veale.

"The safeguarding and protection of vulnerable people will continue to be out primary reasons for conducting this investigation". "Heath's own evidence would have been essential to a fair process".
