In Moscow, the hoaxes led to the clearing of the GUM shopping complex, across Red Square from the Kremlin, as well as several other major malls, universities, hotels and train stations.

The Interior Ministry and Security Council declined to comment. Social media accounts show bemused crowds milling passively outside evacuated buildings, and there have been no reports of disturbances of public order.

Russian Federation has been hit by militant attacks, including a bombing on the St Petersburg metro in April in which 16 people died.
