The National Hurricane Center predicts a storm surge of 4 to 6 feet above ground level for the southernmost coast of SC, with the greatest impacts on Monday. It is expected to strengthen before hitting Florida, forecasters say. Twelve other shelters around the state remain on standby in case they become necessary.

McMaster said he is awaiting the next update from the National Hurricane Center. These impact include storm surge, potential inland flooding and tropical storm force winds.

"You never know where a hurricane is going to go", he said.

That order is aimed at preventing a repeat of October 2015, when bursting and overflowing dams amid historic 24-inch rains worsened deadly flooding.

Earlier Friday, McMaster rescinded a portion of an executive order issued Thursday calling on health care facilities and nursing homes to evacuate from coastal counties. As of Friday evening, the storm is expected to reach Florida this weekend as a Category 4 or 5 storm and travel up the state to Georgia where it should trail off to the northwest into Alabama or Tennessee. But Derrec Becker with the South Carolina Emergency Management Division said the path is too uncertain for people to relax.
