Speaking on the sidelines of an economic forum in the Russian port city of Vladivostok, Putin said on September 7 that Pyongyang would not end its nuclear and missile programs because it views them as its only means for self-defense.

"Today, as never before, everyone needs to show composure and avoid steps that lead to an escalation of tensions", he said.

Earlier this week, South Korea pushed for a global embargo on oil exports to North Korea as the UN Security Council discusses a new round of sanctions against Pyongyang.

In a joint news conference following their summit in Vladivostok on Wednesday, Moon said he and Putin strongly condemn the North for conducting its sixth nuclear test on Sunday, despite repeated warnings from the worldwide community.

Russian President Vladimir Putin has called for talks with North Korea, saying sanctions are not a solution.

Japanese Prime Minister Shinzo Abe, who will meet Putin in Vladivostok on Thursday, said before his departure from Japan that "we must make North Korea understand there is no bright future for the country if it pursues the current path".

The comments come as the United States is proposing a range of new UN sanctions against North Korea following its sixth nuclear bomb test.

However, Russia has veto power over any sanction decisions made by the United Nations Security Council.

"If we fail to stop North Korea's provocations now, it could sink into an uncontrollable situation".

The South Korean president, Moon Jae-in, approved the full deployment of the Thaad system this week following North Korea's detonation of a powerful nuclear device on Sunday.

South Korean officials have also reported signs of another missile test in the works, possibly a long-range launch set for this weekend. "It would be very hard - actually, impossible", Putin told reporters.
