The docket on the "Restoring Internet Freedom" plan from commission Chairman Ajit Pai closed with more than 21.8 million comments in total-though some have suggested numerous comments aren't from engaged citizens but rather from bots and automated services.

While millions of individuals (and possibly a few bots) weighed in on the proposal, so did companies.

Late yesterday, a group of over 500 small businesses and trade associations from across the country signed an open letter raising concerns over the Federal Communications Commission's (FCC) plan to repeal net neutrality.

A record 22 million people filed comments with the FCC prior to this week's deadline, with the vast majority opposing any change in the present rules.

Apple broke its silence for the first time regarding net neutrality on Thursday. That's one of the key provisions the FCC now uses to enforce net neutrality. Lifting the current ban on paid prioritization arrangements could allow broadband providers to favor the transmission of one provider's content or services over other online content.

"The telecom industry's own study essentially shows what almost all other polling on this issue has shown: that they are getting trounced when it comes to public opinion, and people from across the political spectrum overwhelmingly agree that they don't want their ISPs to have control over what they can see and do on the Internet", Evan Greer, campaign director of open internet advocacy group Fight for the Future said. "The result would be an internet with distorted competition where online providers are driven to reach deals with broadband providers or risk being stuck in the slow lane and losing customers due to lower quality service". Internet service providers, on the other hand, have said that by exploring new business models, consumers could be better served - and carriers would find new ways of making money at a time when most Americans are already paying for Internet service.

That really dives into one of the main problems with Pai's suggestion for how to make the open internet work.

Apple doesn't take an explicit position on the legal issue at hand - if the FCC should protect the open internet by treating telecom giants similar to utilities.
