The participation rate, which is defined as the percentage of the population that had a job or searched for one in the past month, was 60.6 percent for youths in July 2017.

The rate was 6.5 percent, up from 6 percent in June. Jobless rates fell in 15 states and rose in 23, but numerous changes were statistically insignificant. The largest private sector job gains have come in trade, transportation, and utilities; leisure and hospitality, and education and health services, while manufacturing was the only sector to lose jobs over the past year.

Eleven states added jobs last month-and California is one of them-but that does not necessarily mean that the employment rate is improving.

There were 1,328,119 Arkansans employed last month, an increase of 9,058 since June and up 39,229 since July a year ago.

The unemployment rate for the District rose by three-tenths of a percentage point to 6.4 percent during the month.

The bureau looks at employment data for youth during the summer months from April to July, and found that in July the unemployment rate for this group was 9.6 percent.

Compared to July 2016, Arkansas' nonfarm payroll employment is up 32,900. A year ago, for instance, a reported spike of more than 94,000 jobs was ultimately lowered to 75,900. Over the year, information gained 1,300 (+1.5 percent) jobs.

The data show a 4.2 percent increase in federal government jobs in July and a decrease in other services jobs by 14.6 percent.

The professional and business services sector grew by 6,700 jobs.

"We're seeing much more positive trends", Walls said.

The trade, transportation and utilities sector continues to lead Arkansas payroll employment, said Greg Kaza, executive director of the Arkansas Policy Foundation in Little Rock.

On a year-over basis, farms lost 1,000 jobs while nonfarm industries added 7,300 jobs, with the biggest gains in government with 4,000 positions.
