Citing a shortage of "qualified and willing" Americans to meet the high-season needs of businesses like landscape companies, amusement parks, and hotels, the US Department of Homeland Security (DHS) said it will increase the number of available H2B visas for non-farm temporary workers by 15,000 for fiscal year 2017.

Current law limits the H-2B program to 66,000 visas a year, split evenly between fall and spring application periods.

"After consulting with the secretary of labor, Secretary Kelly determined that there are not enough US workers who are willing, qualified and able to perform temporary non-agricultural labor to satisfy the needs of some American businesses and that these businesses will likely suffer irreparable harm if they can not hire more H-2B workers in fiscal year 2017", a senior DHS official said on a press call.

Kelly said there are not enough qualified workers available to American businesses for fiscal year 2017.

"Though we fear this gesture may be too little too late for thousands of small businesses ... the additional visas may help save some small businesses this year". Until a year ago, guest workers who had already participated were not counted toward the cap.

Because businesses applying for the program must state that they will be irreparably harmed without a workforce boost, the additional visas are consistent with an "America First" policy, the official said. Some Maine hotels and restaurants have limited their hours or closed off blocks of rooms because they don't have enough workers.

While President Trump has expressed his opposition to guest worker programs, he has made an exception for the H2B visa - one his Mar-a-Lago resort regularly applies for in order to supplement its staff.

While President Trump has generally opposed bringing in guest workers, he has made an exception for this program. "That doesn't mean there aren't some shortages in some places, but there need to be rules in place to ensure that a fair wage is being offered to American workers first".

The United States needs more foreign workers to keep some American businesses from floundering, according to a decision announced by US officials Monday.

The hospitality industry, along with fisheries and others sectors, have actively lobbied for more temporary foreign workers.
