Former CIA Director John Brennan said Tuesday he personally warned Russia last summer against interfering in the USA presidential campaign, telling the Russians that continued meddling would backfire and prevent any warming of relations after the election.

Speaking before the House Intelligence Committee on Tuesday, former CIA director John Brennan said that Donald Trump may have "violated two protocols" when he shared highly classified information with two Russian officials in May, and added that he was "concerned" about whether Russia "was able to gain cooperation" with individuals in the Trump campaign.

Vice Chair Mark Warner (D-VA) additionally said the committee would subpoena Flynn's businesses, some of which he said engaged in unauthorized, unregistered lobbying on behalf of a foreign power.

Representative Adam Schiff, the House intelligence committee's top Democrat, told reporters Mr Flynn declined to turn over records to the committee, and he said it will be "following up with subpoenas".

"If all of this is part of a pattern by the White House of interference or worse, that's something we have to find out about and that's something we have to stop", Schiff said.

Burr said Tuesday that "all options are on the table" if Flynn doesn't comply - including possibly holding him in contempt of Congress - but he added that was a long way off from where they are now.

Brennan noted anew that U.S. intelligence agencies had concluded "Russia's goals were to undermine public faith in the United States democratic process, denigrate Secretary (Hillary) Clinton and harm her electability and potential presidency, and to help President Trump's election chances".

Responding to the subpoena, Kelner's letter to Burr and Warner claims Flynn was eager to "give a full account of the facts". Both men had indirect ties to Russian officials, who appeared confident that each could be used to help shape Mr. Trump's opinions on Russia.

The committee is one of four tasked with investigating alleged Russian meddling in the presidential election.

John Brennan, a former director of the CIA, said while testifying to the House Intelligence Committee on May 23 that he still has "unresolved questions" regarding whether or not Russian Federation worked with President Donald Trump's campaign to influence the outcome of the 2016 election. "I think we need to use whatever compulsory mechanism necessary to get the information that he possesses".

Sen. James Lankford, an Oklahoma Republican on the intelligence panel, said Flynn's decision would not stop the committee's investigation, tweeting: "It is Mike Flynn's right to plead the 5th". We'd like to see his documents. Others discussed leveraging their ties to Viktor F. Yanukovych, the deposed president of Ukraine living in exile in Russian Federation, who at one time had worked closely with Mr. Manafort. Burr said he was open to pursuing a contempt charge but hoped to avoid it.
