Minn. session deadline 'hanging by a thread' as budget talks continueā€¯

The GOP-controlled Legislature has passed 10 budget bills, which Democrat Dayton vetoed.

Budget negotiations resumed Friday, May 19, but leaders were tight-lipped about their first closed-door meeting in two days.

Meanwhile, the Democratic governor and Republican legislative leaders are in a standoff over the budget. Talks between the governor and Republicans quickly went sour, creating an impasse between the two parties that's shown only little movement since then.

Once Dayton signs the bill, Smith said the state would be able to secure an extension through October 2020, by which time the state should be up to speed in issuing Real ID-compliant licenses.

It will take a bit of time for the state to produce the new licenses and the security system as required by the federal government.

"At this point, I'm halfway and they haven't moved beyond the 5-yard line", Dayton said on WCCO Radio Thursday morning.

They traded offers earlier in the week but progress froze Thursday. "We will not give the governor a blank check for more government spending without pairing it with needed reforms to improve how the state serves Minnesotans", said House Speaker Kurt Daudt. His proposal included postponing the repayment of $1.8 billion that Minnesota owes local school districts, covering the rest with $1.7 billion in spending cuts and $1.7 billion in additional tax revenues. Now some are expecting a budget outcome closer to what happened in 2015, when Dayton and a divided Legislature deadlocked until the final weekend of the session, and the House and Senate went ahead with a budget deal they agreed on without Dayton. If they don't get it done by midnight Sunday, there will have to be a special session.

The Solar Energy Industries Association (SEIA) praised Minnesota Gov. Mark Dayton for his actions against SF 1937, a measure that would have removed solar customers' ability to have fees reviewed by independent experts at the Public Utilities Commission.

Republicans said they would respond with a counteroffer, and talks were scheduled to continue into the evening.
