UNSC to hold urgent consultations on NKorea missile test

UNITED NATIONS-The United Nations Security Council on Monday condemned North Korea's recent ballistic missile tests, warning that the launches contributed to the development of nuclear weapons delivery systems and were greatly increasing tensions.

Why does this test matter?

"That's not the full operational seamless capability that we want but it has an initial ability to be able to defeat North Korean missiles", he said.

"As we've spoken about with regards to China, North Korea is a liability for China, not an asset and China will partner with us to demonstrate to North Korea that it stands alone in its pursuit of illegal weapons of mass destruction", he said. And the USA rotates heavy bombers, including B-1s, B-2s and B-52s, through the island.

The ballistic missile tested by North Korea this weekend reached a high altitude not seen in prior missile tests, raising concerns about the progress North Korea is making with its missile program.

There are doubts whether Pyongyang can miniaturise a nuclear weapon sufficiently to fit it onto a missile nose cone, and no proof it has mastered the re-entry technology needed to ensure it survives returning into Earth's atmosphere. But Tong Zhao, an analyst with the Carnegie-Tsinghua Center for Global Policy, said Sunday's test may give Pyongyang "a regional nuclear deterrence" option, meaning it might no longer need to pursue a weapon to reach as far as the United States mainland.

The 38 North analysis points out that the distance flown by the missile means it could strike a US military base at Guam.

"It could be them partially testing what eventually will be an ICBM", says David Schmerler, a research associate at the James Martin Center for Nonproliferation Studies at the Middlebury Institute of International Studies in Monterey, Calif.

At a media briefing at its embassy in Beijing, North Korea's ambassador to China said the U.S. Central Intelligence Agency and South Korean National Intelligence Service conspired "secretly and meticulously" in hatching their plot to use "radioactive or nano-poisonous substances" to assassinate Kim.

What has North Korea been saying?

While North Korean's arsenal of missiles is becoming clearer, there is less certainty about how developed its nuclear program is.

"This is an advanced missile, if their claims are true". "And I think you'll see the worldwide community do that".

On Sunday, North Korea test-launched a ballistic missile that flew, at a high trajectory, about 435 miles, according to South Korea's military.

US officials reported that the missile landed 60 miles from the Russian city of Vladivostok.

The White House issued an unusual statement that said Sunday's missile landed closer to Russian Federation than Japan. But he warned against "intimidating" Pyongyang.

Outsiders express more skepticism about North Korea's nuclear warhead claims.

"The members of the Security Council vowed to fully implement all measures imposed on (North Korea) by the Security Council and strongly urge all other member states to do so in an expeditious and serious manner", the statement said on Monday.

"If Russia can be instrumental in resolving a key worldwide dispute like North Korea, they will want to parry that into something else, to use it as a bargaining chip", he said.

President Donald Trump's administration has called North Korean ballistic and nuclear efforts unacceptable, but it has swung between threats of military action and offers to talk as it formulates a policy.

"What we do know is the global community is concerned".
