US Security Monitor In Ukraine Killed In Mine Explosion”

One worldwide observer with the European security watchdog OSCE has been killed and two other monitors wounded after their vehicle struck a land mine while on patrol in eastern Ukraine.

The U.S. man died after the vehicle he was in with other monitors drove over a mine. The OSCE confirmed on Twitter that a patrol with six members and two armored vehicles had been in a "serious incident" but gave no further information.

In a separate statement, the State Department said U.S. Secretary of State Rex Tillerson phoned Ukrainian President Petro Poroshenko to discuss his recent trip to Moscow and his message to Russian officials that Moscow's actions in eastern Ukraine remain an obstacle to improved relations with the U.S. This includes a real and durable ceasefire, withdrawal of heavy weapons, and disengagement from the line of contact.

"The federal government expects that the parties to the conflict immediately do everything possible to ascertain how we reached this tragic point and who holds responsibility for it", she said.

"This is the only way to find a resolution to the conflict", Ayrault said.

Ukraine's part to the Joint Coordination and Control Centre reported that the incident happened approximately at 11 a.m. local time, near the Luhansk Oblast city of Pryshyb, 800 kilometers southeast of Kyiv, and controlled by the Russian-backed militants. "Someone who just wanted to help create peace and put an end to the fighting has lost his life today", he said.

German Foreign Minister Sigmar Gabrial expressed concern about the killing.

The OSCE said it would not release the names of the casualties until their families had been notified.

The watchdog has been trying encourage dialogue between Russian Federation and Ukraine throughout the crisis.
