Environmental groups vowing to fight Trump climate actions

Trump's order on Tuesday, in line with a campaign promise to bolster the United States coal industry, strikes at the heart of the worldwide Paris Agreement in 2015 to curb world temperatures that hit record highs in 2016 for the third year in a row.

Environmental advocates also are ready to go to court on a moment's notice, including to defend environmental laws if the U.S. government does not, and will watch the administration's actions closely, said the NRDC's Goldston.

While Trump has ordered a review of the Obama's signature plan, it has been on hold, however, as a federal appeals court weighs a legal challenge from 27 states and 100 companies. The plan was Obama's primary tool to meet the country's emissions reductions goals under the 2015 Paris climate accord. Today, the number of coal miners has fallen around 25 percent.

Undoing the Clean Power Plan could make it easier for power plants to keep burning coal.

Critics have described the Obama-era plan as an overreach by the EPA that exceeds the original intent of the Clean Air Act.

Bhushan said that with the new order and the budget proposal, Trump has shown that he does not believe in climate change and has chose to "go back" on his nation's global commitments to reduce emissions and provide funding. It set targets for each state to reach. Coal-fired power plants are the nation's largest source of greenhouse gas emissions. The law also fixed a funding flaw that had discouraged renewable-energy projects and also created a program to encourage investment in renewable energy for low-income neighborhoods.
