The Active Time Battle system was a core component of the original Final Fantasy VII and it seems that this is now changing in the remake.

Nomura: 'FF7 Remake battle is action, not command.

Gematsu reports (via Hachima Kikou) Nomura wanted to clear up some misconceptions about FF7R's battle system, following the release of some new screenshots of the upcoming RPG from the Monaco-based gaming conference MAGIC 2017. Fans feared that the game would either be cut and pasted directly from Final Fantasy XV or completely action-based, Nomura confirmed the latter. Despite this, though, Nomura has assured the fans that the "essence of the universe" of the original "Final Fantasy 7" will be very much present in its remake version. It shows Cloud taking cover from fire, but Nomura says while there may be some maps that allows you to take such actions, it won't be a necessity.

That's about the battle system, which won't be a command-based one, but an action-based one.

Apart from the likelihood of maintaining the original story, it is said that it is also possible for "Final Fantasy 7 Remake" to retain the powerful spells, summons, and Limit Breaks featured in the original game as these are some of the most beloved and remembered elements by the fans. The Guard Scorpion will feature a number of new attacks and looking closely reveals a bunch of missiles being launched up.

In a screenshot released alongside the interview, we see Cloud and friends battling against the Guard Scorpion, the first boss in the game.
